Uzbek President Approves Measures for Digital Transformation and Bureaucracy Reduction

Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev signed a decree “On Organizational Measures for the Digital Transformation of Public Administration and Increasing Its Efficiency,” outlining new large-scale steps to reduce bureaucracy and accelerate digital reforms in government.

Starting from 1 January 2026, the national program “Elimination of Bureaucracy – 2030” will be launched. The program aims to deeply optimize administrative processes, improve citizens’ quality of life through faster and more convenient access to public services, create a favorable environment for entrepreneurship, and strengthen Uzbekistan’s investment attractiveness.

The program is also designed to enhance the country’s modern international image as a state with transparent, digital governance mechanisms and minimize the risk of abuse by eliminating redundant procedures.

For practical implementation, a dedicated Project Office will be established under the Agency for Strategic Development and Reforms. It will coordinate cooperation with international partners and organizations, develop the program’s roadmap, and present it to the Coordinating Council for Strategic Planning.

The Project Office will also conduct annual assessments of ministries, agencies, and regional authorities on bureaucracy reduction, publishing results in a ranking format.

A key tool of the reforms will be the unified digital platform “Zero Bureaucracy,” operated by the Agency for Strategic Development and Reforms. The platform will collect proposals from citizens and businesses, monitor and analyze results, and evaluate the performance of government bodies in simplifying procedures and removing bureaucratic barriers. It will serve as the central mechanism for feedback and program monitoring.

The decree establishes personal accountability for the heads of ministries, agencies, hokimiyats, and other government bodies to ensure timely and quality implementation of the program, with a strong emphasis on achieving measurable results in reducing bureaucracy and increasing transparency.

The Agency for Strategic Development and Reforms has been instructed to launch the Project Office within one month, prepare regulations for the annual national competition “Elimination of Bureaucracy,” and, together with the Ministry of Digital Technologies, deploy and maintain the “Zero Bureaucracy” platform.
