Uzbek leader sets measures on implementation of law on public procurement

Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Shavkat Mirziyoyev signed a resolution “On measures to implement the Law of the Republic of Uzbekistan “On Public Procurement”.

The document noted that the Law “On Public Procurement” does not apply to public procurement, conducted by strategic entities of public procurement, list of which will be approved by the President of Uzbekistan, excluding public procurements of goods, works and services, carried out within implementation of state development programs, projects envisaged by decrees, resolutions and orders of the President of the Republic of Uzbekistan and decisions of the Government of the Republic of Uzbekistan.

The law will not applied in case of ensuring the safety of persons subject to state protection, defense, security and internal order in the Republic of Uzbekistan, as well as related to state secrets;

The law will not be used in procurement of goods (works, services), required to ensure the needs of the Republic of Uzbekistan in cases of emergency situations.

The document will not be applied for procurement of goods, services and works, which are purchased due to resources of donor countries, international organizations, foreign governmental and non-governmental organization and foreign loans if they specify a different procedure.

The resolution said that the law will not be applied to procurements, conducted within preparation and organization of elections or referenda of Uzbekistan.

The law will not applied to appointment of a lawyer (representative) to participate in court proceedings, as well as goods (works, services) for which fixed prices are established in accordance with the law.

At the same time, the resolution said that public procurement of goods (works, services) are carried out by selecting the best bids evaluated by the procurement commissions and under direct agreements.

The document said that information on public procurements of goods, works and services, procured under direct agreements, will be published on special website.
