United system of harvesting and purchasing fruits and vegetables

Tashkent, Uzbekistan (UzDaily.com) -- The Executive Committee of the Political Council of UzLiDeP and Council of Farmers of Uzbekistan organized a round table to discuss the essence and significance of the decree of the President of Uzbekistan “On measures on improving system of procurement and use of fruits, vegetables, potatoes and melons” dated April 12, 2016 and determine the tasks for perspective. It was attended by members of the Legislative Chamber and Senate, specialists, representatives of partner organizations, farmers and others.

- This decree will establish a unified system of production, procurement, processing and export of agricultural products, - said Chairman of the Executive Committee of the Political Council of UzLiDeP, Head of Council of Farmers of Uzbekistan S.Turdiev. – Today, our farmers will sell their products more profitable in the domestic and foreign markets under support of State structures. The above-mentioned decree determines before UzLiDeP and the Council of Farmers of Uzbekistan a great responsibility for its implementation.

In accordance with the decree of the President of Uzbekistan there has been introduced the state order for purchases of potatoes, fresh fruits and vegetables, grapes and melons. Such orders will be formed on the basis of the needs of private processing enterprises within the structure of Uzbekozikovkatholding. Another objective of such a step is the need to steadily saturate the domestic consumer market and to ensure the necessary export volumes.

- The most significant innovation became that farmers can receive income in advance for their products, - said a member of UzLiDeP faction in the Legislative Chamber of Oliy Majlis of the I. Nosirov. - That is, the purchase of such fruit and vegetable raw materials for further processing by industrial methods will be based on contracts concluded between suppliers (farms) and processing enterprises of private ownership. The level of advances should be at least 40 percent of the procurement value as stated in the contract. Potatoes, fresh fruits and vegetables, grapes and melons will be purchased at the market, bargain prices.

Exports of fresh and processed products will be carried out by a specialized foreign trade company “Uzagroeksport.”

It should be also noted that the decree aims to encourage producers of fruits and vegetables. Namely, the processing enterprises with private ownership are exempt from customs duties (except for customs fees) for the import of advanced equipment and technology, as well as from a number of taxes and obligatory payments.

At the end of the event, participants received answers to their questions from the experts concerning the above-mentioned decree and identified tasks to ensure its execution.
