Trustee Councils to be created at Uzbek universities
Cabinet of Ministers of Uzbekistan approved a standard regulation on Trustee Council of higher educational establishments with its resolution from 24 May 2014.
The standard regulation will regulate activities of the Trustee Council of higher educational establishment, excluding military educational establishments.
The council will be created under each educational establishment. The council will not be legal entity.
Representatives of the state bodies, NGOs, charity organizations, legal entities and individuals, interested in developing activities of higher educational establishments, can be members of the Council.
If the Council includes representatives of ministries and departments, their participation in Trustee Councils should be approved by the Cabinet of Ministers of Uzbekistan. Representatives of law enforcement bodies and judicial boards can be members of the Trustee Council after approval of the President.
The structure of Trustee Council of the non-governmental educational establishments will be approved by the founders.
The activities of the Trustee Council will be directed at improving material-technical, educational-methodical bases of the universities, educational process at the universities, employment of the graduates of the universities, developing science and education, assess quality of trainings of the students, etc.
The Councils will also organize various events directed to improving scientific-research and innovation activities, rational integration of education and scientific processes at the universities, attracting donations of sponsors, providing social support to students, especially for children without parents, publication of educational programmes and manuals, and others. The Councils will organize exchange of experience of teachers and students with foreign educational establishments.
The Councils will be formed on voluntary bases and their members will have equal rights. The Councils will have chairperson, deputy chairpersons, secretary and members. The rector (director) of the higher educational establishment will be member of the council.
The regulation on the Council will determine terms of the activities of the Council, re-election of chairpersons and deputy chairpersons, etc. Head of the higher education institutes cannot be chairperson of the Councils.
The Council will adopt decision on majority of the votes. If the number of votes is equal, the vote of the chairperson will be decisive.
The Council’s funds will be formed due to off-budget resources, attracted by the Council to the university, donations and other sources, which are not banned by the legislation. The Council will have right to manage these resources.
