Traffic Violations Recorded by Cameras Will Count Toward Demerit Points in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) — From 1 April 2026, Uzbekistan will implement a system of demerit points for traffic violations detected via photo and video cameras.

The measure is established under Cabinet of Ministers Resolution No. 676, dated 25 October 2025, aimed at enhancing road safety.

Previously, since 1 June 2025, demerit points were already applied for traffic violations, but only based on reports issued by the Road Safety Service (RSS) officers.

Under the new system, demerit points will supplement the primary penalties for 19 types of violations. Drivers who accumulate 12 points will lose their right to operate a vehicle for up to six months.

The accounting of violations is fully automated and managed through the E-jarimaball electronic module. Drivers can track their accumulated points via the system or a mobile app. When a driver reaches eight points, the system sends an SMS warning. Upon reaching 12 points, the information is automatically forwarded to the court for administrative action. If a protocol is successfully appealed, the points are annulled — the court’s decision is uploaded into the system, and the points are automatically removed.

Points are assigned according to the severity of the violation. Driving with faulty brakes incurs 0.3 points, speeding ranges from 0.5 to 2 points depending on the degree of excess, running a red light is 1 point, driving into oncoming traffic causing a dangerous situation is 0.5 to 1 point, leaving the scene of an accident is 2 points, and illegal overtaking is 1 point. Points are also assigned for obstructing emergency vehicles (0.5 points) and several other types of infractions.
