Toshshahartranshizmat develops set of measures to eliminate systemic problems
Tashkent, Uzbekistan (UzDaily.com) -- Toshshahartranshizmat developed a set of measures to eliminate systemic deficiencies, which caused shortcomings in operation of city bus transport.
The audit, initiated by the management of Toshshakhartranshizmat, revealed gross violations in the work of a number of bus fleet managers, employees responsible for the condition of buses, their maintenance, GPS monitoring, direct two-way communication with drivers, and incidents of fare violations. For identified violations will be taken measures provided by law.
Currently, the system of GPS monitoring and direct communication with drivers, who have been unauthorized disconnected has been restored. Chief mechanics, managers of bus fleets and service departments responsible for the technical condition of buses, as well as drivers, are liable for fire on the buses.
In case of unauthorized access to GPS equipment (trackers), changes in their testimony, an extreme measure will be taken - dismissal or transfer of materials on violations to the competent authorities for taking measures provided by law.
Pursuant to the instructions of the President of Uzbekistan given at the meeting on 28 August 2018, Toshshahartranshizmat took the following measures:
- First: work has begun on attracting one of the South Korean companies to analyze the situation and prepare the company’s development strategy.
- Second: work is underway to transfer one of the bus fleets to the management of a foreign company.
- Third: work has begun to accelerate the implementation of the automated fare collection system (ASOP) with completion by the end of 2018.
- Fourth: all the functions of the GPS system are connected, which were previously intentionally disabled and introduce new functions into the existing system.
“The main complaints of passengers are related to the waiting time of buses, violation of the schedule and speed limit, so we are taking all possible measures to maximize the automation of monitoring and control processes. We believe that these measures will counteract collusion, theft and corruption,” Mohir Valiev, Chairman of the Board of Toshshahartranshizmat, said.
Legal service “Toshshahartranshizmat” will be implemented individual employment contracts, which provide for liability, incentives and penalties. In case of damage to communications equipment, fuel sensors, GPS trackers, the last measure will be taken unconditionally - the dismissal of an employee. This rule will be extended to all employees without exception.
Toshshahartranshizmat created a commission of responsible employees, whose task is to systematically check bus fleets to monitor their condition, analyze their work, eliminate identified problems and irregularities, and make suggestions for improvement.
The management of Toshshahartranshizmat is preparing proposals for existing regulatory documents on the introduction of new methods of providing bus transport services to passengers, improving the management of passenger bus transport in the city.
