“Three-Step Export” System Fully Implemented on Rail Transport

Tashkent, Uzbekistan (UzDaily.com) — The “Three-Step Export” system has now been fully rolled out across railway transport and is operating on a permanent basis. Previously, it was applied only in test mode, where it proved to be an effective tool for optimizing export procedures. In the first eight months of 2025, about 5% of export declarations for railway shipments were processed through this system.

Until recently, the export process consisted of nine stages; it has now been reduced to just three. This will allow entrepreneurs to save an estimated 15–20 billion soums annually on customs brokerage services.

The system automatically generates a cargo customs declaration and invoice documents based on the export contract, ensuring data accuracy and uniformity. When goods cross the customs border, all information is transmitted online to the tax and other government agencies.

In the first eight months of this year, the number of freight wagons transported by rail exceeded 516,400 — a 12% increase compared to the same period last year. Given that the bulk of the country’s foreign trade cargo is moved by rail, further export growth through the new system is expected.

The “Three-Step Export” system was previously launched for road transport on 25 March 2024 and for air transport on 10 February 2025.
