Tashkent, Uzbekistan (UzDaily.com) — On 25–26 September 2025, the third ministerial roundtable on the preparation of the Kambarata-1 Hydropower Project was held in Brussels. This project is a key regional initiative aimed at strengthening energy security and ensuring the efficient use of water resources in Central Asia.

The meeting brought together the Ministers of Energy of Kazakhstan, Erlan Akkenzhenov; Kyrgyzstan, Taalaybek Ibraev; and Uzbekistan, Jurabek Mirzamahmudov, along with representatives from the financial and water management authorities of the three countries. Discussions focused on the next steps in the construction of the 1,860-megawatt hydropower plant on the Naryn River in Kyrgyzstan, a project being implemented jointly by the governments of Kazakhstan, Kyrgyzstan, and Uzbekistan.

The roundtable continued the trilateral dialogue that began in Tashkent in January 2025 and continued in Dubai in May. Participants reviewed progress made, including the draft feasibility study and the preparation of preliminary environmental and social impact assessment materials. Upcoming consultations with local, national, and transboundary stakeholders, scheduled for October–November, were also discussed. Particular attention was given to mechanisms for joint project implementation, revising financial requirements, and exploring opportunities for additional funding, including support from international financial institutions and development partners.

The energy ministers reaffirmed their countries’ strong political commitment to the project, which is viewed as a factor in strengthening regional stability and deepening cooperation in Central Asia. The meeting concluded with agreements on specific next steps and timelines for project preparation.

The roundtable was organized with the support of the World Bank, which, at the request of the three governments, provides technical assistance for the Kambarata-1 project. The Bank is helping to update the feasibility study, prepare environmental and social documentation, and develop a sustainable financial model and commercial project structure in line with international standards.

In Brussels, the Kyrgyz delegation also held bilateral meetings with donors regarding project implementation cooperation. Participants included representatives from the World Bank, the European Union, the European Investment Bank, EBRD, ADB, AfDB, the Islamic Development Bank, CDP, Rothschild Bank, and the OPEC Fund for International Development.
