The White House Presents 20-Point Plan for Gaza Conflict Resolution with International Administration

Tashkent, Uzbekistan (UzDaily.com) — On 29 September 2025, the White House unveiled a new plan for resolving the conflict in the Gaza Strip, outlining 20 key points. The document envisions temporary international administration of the region and rules out forced displacement of residents, as well as any occupation or annexation of the territory by Israel.

Under the proposal, Gaza would be governed by an international committee supported by security forces drawn primarily from Arab countries. Day-to-day administration would be handled by Palestinian technocrats operating under the oversight of the international body.

U.S. President Donald Trump and Israeli Prime Minister Benjamin Netanyahu held a meeting at the White House to discuss the details of the peace agreement. Trump expressed confidence that a deal would soon be reached, noting that the parties were “very close to an agreement.”

The plan’s main provisions include the return of all hostages, the elimination of Hamas’s threat to Israel, and an expansion of humanitarian assistance to Gaza. According to the document, Hamas would be required to disarm, a condition it has consistently rejected in the past. The plan also envisions the creation of a Palestinian state, though no timeline has been specified for this step.

White House officials stressed that the plan is aimed at strengthening stability and security in the region while improving the lives of both Palestinians and Israelis. At the same time, questions remain regarding the humanitarian situation and the role of international assistance in rebuilding Gaza’s infrastructure.

The text of the document has not yet been released, making it difficult to fully assess its provisions. Four Arab officials, speaking anonymously to the Associated Press, shared details of the plan’s core elements but cautioned that certain provisions may change and that much remains to be negotiated, creating risks for the initiative’s implementation.

For Israel, the plan entails relinquishing direct control over security in Gaza, a point that has met with strong opposition from Netanyahu. In addition, the proposal envisions transferring administrative authority in Gaza to the Palestinian Authority in the West Bank, a measure firmly opposed by the Israeli leadership.
