The system for preventing juvenile delinquency is being improved.
Tashkent, Uzbekistan (UzDaily.com) — The third plenary session of the Senate reviewed the law "On Amendments to the Code of the Republic of Uzbekistan on Administrative Responsibility in Connection with the Improvement of the System for Preventing Juvenile Delinquency."
The challenges and threats arising in today’s world are causing the spread of various foreign ideas among the youth. This puts new tasks on the law enforcement agencies of our country to timely prevent and address such cases.
The transfer, under the relevant decree of the President of the Republic of Uzbekistan dated February 5, 2024, of the positions of inspector-psychologists (senior inspector-psychologists) in the internal affairs bodies for juvenile cases to the structure of the National Guard is also an integral continuation of the work being carried out in this area.
In accordance with this decree, the National Guard of the Republic of Uzbekistan has established the Department for Work with Children and its territorial units, as well as positions for senior inspector-psychologists and inspector-psychologists dealing with juvenile issues.
These units are taking appropriate measures to improve the moral and psychological climate in schools (10,134), identify and eliminate factors contributing to truancy among students, foster a sense of patriotism and loyalty to the country in students, and cultivate an intolerant attitude toward violations of the law.
Alongside this, important work is being carried out to ensure safety in schools, primarily through the "Safe School" concept, by working with problematic students in their neighborhoods with the involvement of their parents, and improving school attendance.
There is a need to grant individuals holding newly created positions, including senior inspector-psychologists and inspector-psychologists for juvenile issues, the powers established by legislation for inspector-psychologists in the internal affairs bodies for juvenile cases.
From February to the present, the inspector-psychologists of the National Guard have identified 44,450 violations of Part 1 of Article 47 of the Code of Administrative Responsibility, ensured the application of administrative penalties through preventive inspectors of internal affairs bodies, and issued about 175,000 warning letters in cases where parents fail to send their children to school.
Currently, each inspector-psychologist is responsible for between 3 and 10 schools, depending on the number of children in the schools.
However, the fact that inspector-psychologists refer juvenile offenders to preventive inspectors, who are the main contacts for applying administrative penalties to their parents, negatively affects the efficiency of the work of inspector-psychologists and leads to unnecessary time wastage.
Therefore, this law has been developed by the National Guard of the Republic of Uzbekistan to ensure the legality of the activities of inspector-psychologists dealing with juvenile cases, serving in general education schools, as well as improving the psychological environment in schools, forming an intolerant attitude among juveniles toward offenders, assisting problematic students in their neighborhoods with the involvement of their parents, and creating the necessary conditions for the effective implementation of targeted work.
The adoption of the law aims to enhance the effectiveness of the National Guard of the Republic of Uzbekistan in preventing juvenile delinquency, as well as protecting the rights, freedoms, and legitimate interests of children.
After discussion, the law was approved by the senators.
