The report of the Prosecutor General on the activities of the prosecution authorities in 2019 was heard

Tashkent, Uzbekistan (UzDaily.com) - As part of the fourth plenary meeting of the Senate of the Oliy Majlis, a report of the Prosecutor General of the Republic of Uzbekistan on the activities of prosecution authorities in 2019 was heard.

It was noted that, on the basis of the instructions of the President of the Republic of Uzbekistan, a number of measures were taken to turn the prosecution authorities into truly public prosecutors without corruption, and to radically increase the efficiency of their activities. First of all, the implementation of measures to form a corps of honest, dedicated and professional employees began.

Particular attention in ensuring supervision of the implementation of laws is paid to the provision of targeted assistance to citizens, the elimination in practice of problems that concern them.

In addition, priority is given to such vital issues as the development of entrepreneurship, the expansion of exports, and the attraction of foreign investment. The restoration of violated rights of more than 15 thousand entrepreneurs and the solution of their problems has been ensured.

An analysis of the activities of the prosecution authorities shows that in 2019, 93% of the ministries and departments of the education sector in which audits were carried out revealed financial irregularities in the amount of 16.7 billion soums, which compared to 2018, means a 2.5 times increase.

Along with this, it has been established that many problems arise on the ground due to the failure to directly fulfill the responsibilities assigned to them by the responsible agencies for the implementation of laws. For example, untimely and incomplete issuance of compensation money for demolition of houses of citizens, illegal felling of trees became a reason for reasonable discontent of the population. In this direction, the prosecution authorities in the course of inspections and preliminary investigations claimed damages in the amount of 2.3 trillion soums.

However, along with the disclosure of crimes in the investigation of economic crimes, there are drawbacks to redressing the damage, that is, the search for stolen property and returning them to their rightful owner. Therefore, the senators indicated the need for constant supervision of the implementation of activities defined in the programs “Qishloq Obod” and “Qishloq Mahalla”, especially, on the quality of construction work and their compliance with the requirements.

Widely discussed issues related to disasters occurring due to corruption in the construction industry, the elimination of their causes and conditions. The necessity was noted of strengthening the supervision bodies in this direction by the prosecution authorities, and the widespread use of their legal powers.

In addition, the meeting noted the need to further increase the effectiveness of the prosecutor’s bodies in ensuring the rule of law in the country and strengthening the rule of law, as well as instructions on the implementation of the relevant tasks.

After that, the relevant resolution of the Senate was adopted on this issue.
