Tashkent, Uzbekistan (UzDaily.com) -- At the fifth plenary meeting of the Senate of the Oliy Majlis, a report was received from the khokim of Samarkand region on the development of territories and activities of local Kengashes of people’s deputies.
It was noted that the Working Group of the Senate of the Oliy Majlis studied the work carried out in the field of integrated development of the region. The meeting also examined in detail the results of the study.
It was noted that some work has been done in the region to develop territories and use the potential of local councils of people’s deputies in this direction. So, under the instructions given during six visits of the President of the Republic of Uzbekistan to this area, more than 450 projects have been approved, and their implementation is ensured.
In 2019, the gross domestic product of the region amounted to 37 trillion 594 billion soums, 45 new jobs created instead of 40. Today, about 48 thousand small businesses are operating in the region.
As you know, Samarkand is considered one of the centers of world tourism. As a result of large-scale work carried out in this area in 2019, more than 560 thousand foreign tourists visited the city, which means a 1.6-fold increase compared to 2018.
In order to provide high-quality medical services to the population, healthcare facilities were provided with modern medical equipment in the amount of 10.3 billion soums, the number of ambulances increased from 115 to 260. Over the past three years, the number of private medical institutions in the region has increased from 37 to 376, that is, 10 times.
Within the framework of five important initiatives put forward by the President of the Republic of Uzbekistan, over 2019, over 7 thousand various events were held, which covered more than 1.6 million young people.
At sessions of local Kengashes of people’s deputies, reports and information of the heads of local authorities were heard. Deputies of local Kengashes sent deputy requests to solve problems that were raised during the dialogue directly with the population, and also indicated in their appeals. The execution of these requests has been taken under control.
The meeting also emphasized the presence of some problems and shortcomings that have a negative impact on the development of the region.
For example, in 2019, construction work in the oblast culture centers was not fully implemented. In particular, construction work in cultural centers in Bulungur and Pastdargom districts has not been completed, and it has not yet begun in Kattakurgan and Jambay districts.
In the region, the implementation of 10 projects proposed by our embassies in China, Turkey, Greece, Spain, in the amount of 1 trillion is delayed. 540 billion soums. Work on 16 projects in the amount of 2 trillion has not been started. 385 billion soums.
The system of regular provision of secondary schools with sports equipment has not been established, so most schools in the region are provided with sports equipment only in 2016-2017.
One more question. 1 340 of 2 164 psychologists working in local schools, i.e. 62% do not have the corresponding specialty.
In addition, there are problems associated with drinking water, electricity and natural (liquefied) gas. For example, some of the electrical network has become unusable. The 2019 plan for the overhaul of gas pipelines has not been implemented. Internal roads of the region are in need of repair.
At the meeting, it was noted that the results of the study of the region were discussed at the session of the regional Kengash of People’s Deputies, held on 22 May 2020, at which the Roadmap for solving problems on a regional scale was approved, as well as an action plan to establish the activities of the regional Kengash as a "model Kengash ".
The need for urgent measures to address existing problems was also noted. On this issue, information was received by the heads of the responsible ministries and departments.
At the meeting on this issue, an appropriate resolution was adopted, the Roadmap was approved for eliminating problems pending resolution on a national scale. It is determined to establish senatorial control over their implementation.
