The President signs resolution to simplify state regulation of business and self-employment.

Tashkent, Uzbekistan (UzDaily.com) -- A resolution of the President “On measures to simplify state regulation of entrepreneurial activity and self-employment” was adopted.

In accordance with the decree, from 1 July 2020:

- the list of activities (works, services) that self-employed persons can engage in will be expanded;

- registration of self-employed persons is carried out in a notification manner through a special mobile application or personal office of the taxpayer with the issuance of a matrix bar code (QR code) certifying the fact of registration as self-employed, with the cancellation of the procedure for issuing temporary labor certificates;

- self-employed persons pay a social tax for 2020 in the amount of at least 50 percent of the amount of the base calculated amount, regardless of the actual time worked as a self-employed person, the amount of which is completely allocated to the extrabudgetary Pension Fund and based on which the amount of earnings for calculating the pension in the procedure established for individual entrepreneurs;

- the requirement remains that the self-employed are not entitled to attract employees, as well as to have an employer.

For reference, in accordance with the Tax Code, income derived from the work of self-employed persons is not included in the total income of individuals.

The mobile application for remote registration of self-employed, which will be developed before 1 July, will have enhanced functionality. With its help, it will be possible to take orders and payments, display ESF, keep records of income and expenses, advertise your goods (works, services). Consumers will be able to evaluate the quality of goods and services, leave feedback.

And self-employed freelancers who provide services or perform work over the Internet now have the right to:

- accept payment from non-residents from abroad in foreign currency to accounts in Uzbek banks without entering the relevant information into the EEISVO;

-provide services and perform work to foreign individuals and legal entities without concluding a contract. Instead, you can use a public offer of an agreement (offer) or exchange electronic messages or issue invoices (invoices), including electronic ones.
