The parliamentary inquiry was sent to the Cabinet of Ministers on the state of compliance with the legislation when making decisions

Tashkent, Uzbekistan (UzDaily.com) - Within the framework of the agenda of the plenary meeting, the issue of sending a parliamentary request to the Cabinet of Ministers on the status of compliance with the legislation when making decisions by khokims was also considered.

The Senate Committee on Judicial Legal Issues and Anti-Corruption has studied the state of compliance with laws when making decisions by hokims. According to the analysis, in 2019 alone, more than 3,400 decisions of khokims were declared invalid.

In 2019, administrative courts in this direction examined 2992 cases in total, of which 1255 (42%) were satisfied. In the January-February month of 2020, of the 552 cases examined, 248 or 45% were satisfied.

The above figures show that the number of requests increased by 10 percent, their satisfaction, that is, recognition of decisions of khokims invalid - by 3 percent. Almost 50 percent of such appeals are satisfied.

As you can see, the number of complaints from dissatisfied citizens and the number of decisions of khokims that were adopted without complying with the requirements of the law increased.

The khokims of districts and cities, lacking, but then having authority, made decisions against the balance of buildings, structures, allocation of land plots, based on regulatory acts that do not provide them with such authority, without providing a full study of the allocated land .

In addition, the issues of responsibility of officials for damage caused to owners in connection with the seizure of the land in contradiction with the law, and most importantly, law enforcement and other state bodies did not pay due attention to this in a timely manner.

Failure to comply with the six-month deadline for the warning of confiscation of property of owners, forced eviction without payment of compensation for the property or without providing property of equal value in value has become commonplace.

The rude attitude of representatives of local authorities towards property owners is a factor that negatively affects the public mood of the population.

In this regard, the Senate adopted a resolution on sending a parliamentary request to the Prime Minister of the Republic of Uzbekistan.
