Tashkent, Uzbekistan (UzDaily.com) -- Based on satellite data, the Dutch analytical center "Deltares" conducted a study of the breakthrough of the dam of the Sardoba reservoir in Syrdarya region, based on which a report was prepared on "Rapid express analysis of the breakthrough of the dam on the Sardoba reservoir in Uzbekistan, Dunyo reported.

The study was initiated by a group of experts affiliated with Deltares, which included Sanjay Geary, Gennady Donchits and Mark Hagnauer.

According to the authors of the report, express analysis and assessment of the breakthrough of the Sardoba dam are very preliminary. Understanding the underlying processes and causes of a dam break requires a more thorough and detailed assessment of flooding. It is important to rely on ground-based data and information about the dam design, construction method and materials used.

According to the authors of the report, the breakthrough could be caused by an overflow of water flow due to a large amount of precipitation, a wind wave, or internal pipe erosion.

Experts, taking into account the need for optimal water resources management, consider that efforts to review and improve the water resources management system, taking into account all natural (hydrometeorological, geomorphological) phenomena and events, as well as technogenic measures and water infrastructure, are extremely important.

International experts also pay attention to such important issues as strengthening the system and efforts to ensure preparedness for natural disasters and managing them, institutional strengthening, including improving technical capacity, human resources, decision-making processes related to hydrometeorological, geomorphological events and impacts, safety and restoration of hydraulic structures (dams, dams, reservoirs, canals).

The authors of the report believe that the strengthening of non-structural measures, such as the creation of regular and additional monitoring and inspection systems, the preparation of information on water resources, forecasting, early warning, decision support and management systems, impact assessment and an emergency plan, emergency management and risk-based disasters are also important tasks for government departments.

Experts suggest that most of the necessary conditions have already been created, but they need to be improved and strengthened on the basis of advanced knowledge, skills, innovative technologies and best practices.
