The Ministry of Preschool Education and Supreme Court are fighting against unscrupulous directors of kindergartens
Tashkent, Uzbekistan (UzDaily.com) -- The safety of children directly depends on the professionalism and honesty of the staff of kindergarten. Regular audits conducted in pre-school educational institutions are designed not only to detect and prevent violations, but also to rid the system of pre-school education from unscrupulous employees.
In October 2018, a scheduled audit was conducted of a multi-purpose specialized preschool No. 9 for children with physical or mental disabilities in the development of Sharaf-Rashidov district of Jizzakh region. At the same time, the head of the kindergarten D.Yu., without waiting for the results of the audit, submitted an application for termination of the employment contract at her own request.
In the process of checking by the Ministry of Preschool Education’s auditors, thefts and illegal expenses in the amount of 708 million soums were detected, including:
- payment of wages in the amount of more than 592 million soums to 19 actually non-working employees;
- illegal withdrawal of cash in the amount of 17.4 million soums;
- shortage of food in the amount of more than 4 million soums;
- unreasonable write-off of meat and dairy products for 93.9 million soums.
In addition, pupils of the kindergarten №9 from January to September 2018 were not provided with milk, cottage cheese and kefir, and meat was allocated in the amount below the established norm.
On 15 November 2018, the audit materials were transferred to the Prosecutor General of the Republic of Uzbekistan. On 26 December 2018, the procurator of Jizzakh region, on the basis of an audit of the MDO, filed a criminal case.
At the same time, on 22 October 2018, the Trade Union Council of Jizzakh region filed a lawsuit for the restoration of D.Yu. in the position of head of the kindergarten No 9. On 18 December 2018, the Jizzakh Inter-District Civil Cases Court allowed the lawsuit and decided to pay the head of the SDOU 3.3 million soums for forced absenteeism and 600,000 soums for material damage.
On 14 January 2019, the Jizzakh Regional Department of Preschool Educational Institutions filed a cassation appeal against the annulment of the decision of the Jizzakh Inter-District Civil Court of First Instance.
Due to the ongoing judicial legal reform in the Republic of Uzbekistan, timely response from the Ministry and the Supreme Court of the Republic of Uzbekistan, verification of court decisions for compliance with legislation, on 22 January 2019, the decision to reinstate the head of the kindergarten No. 9 and pay 3.9 million soums to former head of the kindergarten was canceled.
The Ministry of Preschool Education of Uzbekistan continues to identify and prevent corruption in the system of preschool education.
