The legal basis of the support system for persons with disabilities to be strengthened

Tashkent, Uzbekistan (UzDaily.com) - In the Legislative Chamber of the Oliy Majlis, members of the People Democratic Party of Uzbekistan (PDPU) faction during the meeting examined article by article the draft law on the rights of persons with disabilities.

Over 700 thousand people with disabilities live in the country, including more than 100 thousand - children with disabilities under 16 years of age. And protecting their rights and interests, improving legislation is one of the main tasks.

The Law "On Social Protection of Persons with Disabilities in the Republic of Uzbekistan" was adopted in 1991, and in 2008, as amended. But in recent years, great changes have occurred, attention has been strengthened for people with disabilities, which requires the adoption of a new law that meets the requirements of the time.

The draft law “On the Rights of Persons with Disabilities” covered important measures aimed at creating favorable conditions for citizens with disabilities.

“Based on the program goals of the PDPU faction, the draft law is examined in depth, its norms are studied in detail,” says the head of the faction Ulugbek Inoyatov. - The extent to which the document will be developed in a high-quality manner and will become a law of direct action depends on its application on the ground, protection of the rights of members of our electorate. Studying it at meetings, we make our suggestions for improving the project.

Participants noted that on the basis of the analysis of legislation on the rights of persons with disabilities, two approaches can be distinguished in the practice of lawmaking.

First, the state pays great attention to protecting the rights of people with disabilities. That is, laws and regulations have been adopted that protect the rights of people with disabilities, they are provided with relevant benefits.

In the second approach, it can be noted that the medical concept of disability prevails in the legislation, which reduces the ability of a person with a disability to actively participate in public life.

Therefore, when proposing a bill, it must be taken into account that people with disabilities have equal rights with others, MPs said.

The document guarantees the rights of persons with disabilities to provide them with social services, provide social protection, and create opportunities for physical education.

It was noted that the bill will become a single law protecting the rights of persons with disabilities.
