Tashkent, Uzbekistan (UzDaily.com) -- At the 28th plenary session of the Senate, the Law "On the protection of the population and territories from natural and man-made emergencies" was discussed.

At the meeting, the senators noted that this Law serves as a programmatic action to protect the population and regions from natural and man-made emergencies in our country. 

The new norms of the Law enshrine the implementation of measures to eliminate emergency situations, their promulgation, notification of the population about the occurrence of danger, the specific tasks of ministries, departments and other organizations and the management of measures to eliminate emergency situations and a number of other aspects.

It is fixed that the Ministry of Emergency Situations of the Republic of Uzbekistan is a specially authorized body of state administration in the field of protection against emergency situations.

Its powers include ensuring the implementation of legislation in the field of protecting the population and territories from emergency situations, developing plans for forecasting, preventing and eliminating emergency situations.

The procedure for the participation of citizens’ self-government bodies, non-governmental non-profit organizations and the media in the prevention of emergency situations and their elimination is determined.

In particular, they can participate in the prevention and elimination of emergency situations, exercise public control over compliance with legislation on the protection of the population and territories from natural and man-made emergencies. 

This Law also clearly defines the procedure for creating state reserves of financial and material resources for the elimination of emergency situations and determines the procedure for their use.

The order of liquidation, declaration of emergency situations, management of liquidation work, the powers of liquidation work leaders, as well as the tasks of ministries and departments (National Guard, ministries of internal affairs, health, foreign affairs, agriculture, water management, construction, employment and labor relations etc.) are defined in new separate articles.

This law was unanimously approved by the senators.
