Tashkent, Uzbekistan (UzDaily.com) -- The Committee of the Legislative Chamber of the Oliy Majlis on Combating Corruption and Judicial Legal Issues, using the right of legislative initiative, has developed a new draft law and submitted it to the lower house of parliament.

According to the current legislation, after the bill is submitted to the Legislative Chamber by a competent initiative body, it is prepared for discussion and defended by deputies in the first and subsequent readings. This reduces the responsibility of the initiative bodies for the development of quality bills.

Often, projects are introduced that do not have a direct action mechanism and do not meet the requirements of current legislation.

“Such an irresponsible approach negatively affects the quality of the bill,” said Jahongir Shirinov, chairman of the Committee on Combating Corruption and Judicial Legal Issues. - Over the past five years, the Legislative Chamber has considered 627 draft laws, 60 - 70 percent of documents are reviewed and finalized by deputies, which consumes a lot of time and resources, which means it affects the activities of members of parliament in working with voters, monitoring.

In the Legislative Chamber, a draft law is being prepared for first reading, which will amend the relevant articles of the laws “On the regulations of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan” and “On the procedure for preparing draft laws and submitting them to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan”.

When the draft law is adopted in the first reading, the subject of the right of legislative initiative or his representative will have to make a report and conceptually substantiate the draft, protect it before the deputies.

The adoption of the document will improve the quality of bills, will reject the document in cases where a representative of the initiating body cannot justify the importance of the draft law to the deputies.
