The course of implementation of emergency measures to support entrepreneurs of Andijan, Namangan and Ferghana regions reviewed

Tashkent, Uzbekistan (UzDaily.com) - In the period from 28 April to 2 May 2020, the Republican Commission for the Development of Export Potential of Regions and Industries visited Andijan, Namangan and Ferghana Regions, where it was monitored the execution of orders to provide emergency measures to support entrepreneurs in these regions data from previous Commission visits.

The analysis carefully examined the measures taken by the responsible heads of ministries, departments, commercial banks, local authorities and diplomatic missions abroad, to address existing issues of entrepreneurs, the timeliness of their implementation, as well as the final result, which is to ensure uninterrupted production and foreign trade business entities in these regions.

The activities of 1,777 entrepreneurs implementing investment projects were monitored, of which 705 were faced with problems in production and foreign trade in connection with the consequences of the spread of coronavirus infection. Of these, 247 cases were associated with the need to extend interest payments in the amount of 494.7 billion soums on available loans, 194 cases - with the need to allocate additional credit resources in the amount of 630.1 billion soums to replenish working capital, 72 cases - with the allocation of land, buildings and structures, 55 cases - with delays in the supply and installation of production equipment, 39 cases - with the need to connect to utilities, 31 cases - with difficulties in sending foreign specialists to Uzbekistan for I am mounting technological equipment. All of the above problems were solved by the efforts of the heads of relevant ministries, departments, local authorities, commercial banks and diplomatic missions abroad.

An analysis of the activities of 671 exporting enterprises was also conducted, according to which 257 problematic issues were identified: 113 entrepreneurs needed to allocate additional credit resources in the amount of 494.7 billion soums to replenish working capital, 56 - to extend interest payments in the amount of 936 billion. soums on existing loans, 21 - experienced difficulties in obtaining certificates of international standard, 14 - felt the need for accelerated reimbursement of previously accrued VAT in the amount of 83.9 billion soums, 13 - encountered problems in Connections to utilities and infrastructure.

In the course of the Commission’s work, effective non-standard solutions aimed at supporting the stable production and export activities of entrepreneurs were also developed and implemented. A regular air freight system has been established for the supply of domestic fruits and vegetables from the regions of the Republic, including from Andijan, Namangan and Ferghana Regions, to China, Russia, Korea, the United Arab Emirates, the United Kingdom and other countries. A program has also been developed and launched to increase the capacity for storing fresh fruits and vegetables by accelerating the construction of additional storage facilities and their equipment at the enterprises with modern refrigeration equipment. Calculations were made and measures were taken to redistribute the excess of natural gas generated due to external economic factors associated with the coronavirus pandemic to the production needs of existing domestic enterprises that currently face an urgent need for uninterrupted gas supply - production of building materials, textile enterprises and greenhouses.

Based on the results of the work, the leadership of the Commission emphasized the need to introduce a mechanism of constant interaction with entrepreneurs and exporters to quickly respond to emerging issues and their solutions through coordinated actions of responsible structures. Heads of ministries, departments, industry associations, commercial banks and diplomatic missions abroad were given targeted instructions for further work with entrepreneurs in Andijan, Namangan and Ferghana regions.
