Tashkent to Establish Traffic Management Center to Modernize Urban Transport

Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan’s capital will establish a Traffic Management Center (TMС) that will take responsibility for managing traffic flows, setting speed limits, installing violation-detection cameras, and developing parking infrastructure and electric vehicle charging stations.

The presidential resolution creating the TMC was signed on 4 December. The center will be located in the Tashkent city administration building on Islam Karimov Street.

According to Tashkent mayor Shavkat Umurzakov, the center’s operations are expected to reduce congestion in the city by at least 30–40%. Its core functions include managing road traffic, monitoring vehicle, pedestrian and passenger flows using digital and “green” technologies, developing the city’s transport master plan, and coordinating all road and transport sector agencies.

The TMC will collect data on traffic density, accidents, environmental indicators of vehicles and parking facilities, forming a unified urban information database.

The center will conduct mathematical modelling of traffic, evaluate existing traffic management schemes, and prepare recommendations for the construction, reconstruction and modernization of roads, bridges and other transport infrastructure assets.

As part of its mandate, the organization will design traffic management schemes, control the operation of traffic lights, set speed limits and oversee compliance with freight-transport regulations.

The TMC will also be responsible for approving paid parking zones, EV charging stations, designated parking for personal mobility devices, and complexes for photo and video recording of traffic violations.

The center will supervise vehicle weight and dimension compliance, issue permits for works carried out on transport infrastructure facilities, and serve as a public partner in public-private partnership projects.

In addition, the TMC will be able to propose amendments to the list of recordable traffic violations, fine amounts, and the management of parking and public transport stops.

The establishment of the Traffic Management Center is expected to become a key element in modernizing Tashkent’s transport system and developing smart urban infrastructure, helping reduce congestion, enhance safety and encourage the use of environmentally friendly and public transport.
