Tashkent Limits Electricity Payments for Waste Service Debtors
Tashkent, Uzbekistan (UzDaily.com) — In Tashkent, electricity payment options have been temporarily restricted for 6,000 subscribers who owe payments for waste collection services, the Agency for Waste Management and Circular Economy Development reported.
The restrictions are implemented under Law No. 1044 of 7 March 2025, “On Amendments to Certain Legislative Acts to Strengthen Payment Discipline in Waste Collection Services.” Under the new regulations, information about debtors is transferred from the agency’s electronic billing system, Toza makon, to the billing system of JSC Regional Electric Networks by the 3rd of each month.
On 5 November, 25,121 Tashkent subscribers who owed around 2.239 billion soums for waste services received notifications via SMS from the short number “2100” of JSC Regional Electric Networks. Subscribers who fail to pay within five days after notification will have their ability to pay for electricity temporarily restricted starting November 10. Currently, the city’s total outstanding debt stands at over 582 million soums. Restrictions are lifted immediately upon full repayment.
The procedure does not apply to debts incurred before 30 June 2025. From 1 July 2025, the restrictions cover waste service debts, starting from 5 November. Sanitation enterprises are responsible for accurate billing and reliable data. A similar system is planned to be implemented across the rest of the country in December 2025.
Residents can contact the agency 24/7 via the short number “1205” for suggestions or complaints related to waste management and service quality.
The law was approved by the Legislative Chamber on 24 December 2024, and ratified by the Senate on 21 February 2025.
