Tashkent, Uzbekistan (UzDaily.com) — An incident in Almazar district of Tashkent has raised concerns over police practices after a senior officer reportedly instructed preventive inspectors to issue administrative citations for loitering on a large scale.

Audio and video recordings show the department head, identified as A. Kh., demanding that officers urgently identify individuals in a state of loitering and file the corresponding reports. He expressed dissatisfaction with low reporting numbers and insisted on immediate increases in documentation. His directives included statements such as, “Everyone register a vagrant. Bring a relative and register them as a vagrant! Become a vagrant yourself!”

The recordings also show A. Kh. instructing officers to prepare up to 200 reports and to take to the streets to enforce the measure.

The press service of the Ministry of Internal Affairs of Uzbekistan stated that the incident will be thoroughly investigated. Measures will be taken based on the results in accordance with current legislation and internal departmental regulations.

The case has provoked widespread public reaction, raising questions about the legality of mass administrative filings and the treatment of vulnerable populations.
