Tashkent hosts roundtable on RIA introduction

Tashkent, Uzbekistan (UzDaily.com) -- Institute for monitoring of current legislation under the President of Uzbekistan in cooperation with the UN Development Programme in Uzbekistan and Chamber of Commerce and Industry of Uzbekistan organized round table “Actual issues of introduction of system on regulatory impact assessment in Uzbekistan, its impacts to social-economic reforms and business environment”.

Representatives of Senate and Legislative Chamber of Oliy Majlis of Uzbekistan, Cabinet of Ministers, Ministries and departments, World Bank, IFC, ADB, OSCE, USAID, UNDP and others participated in the roundtable.

The event was aimed at discussing current state, problems and perspectives of introduction of modern methods of regulating law-making process in Uzbekistan, RIA system, best experience of foreign states and international organization on use of RIA, developing recommendations for institutional development in this area.

The RIA is modern mechanisms of improving the elaboration, adoption and implementation monitoring of the legislative acts, which directly affects the interests of entrepreneurs. The implementation of current system allows to increase the quality of the legislative initiatives. One of the key instruments of the RIA is carrying out consultancies with the entrepreneurs and other stakeholders, which allows to take into account their interests in the process of adopting and executing legislative acts, as well as to quality assessment of legislative acts adoption effect on business environment, citizens of the country and etc.

UN Resident Coordinator and UNDP Resident Representative in Uzbekistan Mr. Stefan Priesner said that introduction of the RIA will positively impact reforms, especially in public governance. He added that at the same time RIA should cover economy, environment and social spheres.

The participants familiarized with the RIA, its procedures and methodology of use, main criteria for assessment of legislative document, experience of the EU states,

The participants exchanged opinion on key aspects of further modernization of law-making process in Uzbekistan and developed recommendations on assessing impact of legislation.
