Tashkent Carriage-Building Plant to Undergo Phased Privatization — Presidential Decree
Tashkent, Uzbekistan (UzDaily.com) — The Tashkent plant for the construction and repair of passenger carriages is slated for privatization, according to Presidential Decree No. PP-391 dated 27 December 2025.
The decree tasks the Agency for State Assets Management with extending by one year the trust management agreement over a 90% stake in the Tashkent Carriage-Building and Repair Plant, with the condition of subsequent phased privatization of the enterprise.
In March 2024, President Shavkat Mirziyoyev visited the plant to discuss plans for expanding its production line, including the development of new types of passenger carriages with larger compartments and specialized wagons for the mining and metallurgical sector. He was also presented with a project to establish production of electric trains and metro carriages based at the enterprise.
In April 2025, it was reported that a 90.02% stake in the plant’s charter capital, previously owned by JSC Uzbekistan Railways, had been transferred to the Agency for State Assets Management. This stake was later placed under trust management with Transport Engineering Center under a contract dated 22 January 2025.
The new supervisory board of the plant includes five representatives of Transport Engineering Center, all Russian citizens. Some of them are affiliated with the Russian engineering group Transmashholding, one of the largest producers of rolling stock for railways and urban transit systems.
In July 2025, Uzbekistan’s Ministry of Economy and Finance noted that the transfer of the Uzbekistan Railways stake to trust management by Transport Engineering Center, established by Russian companies, is part of a broader project to organize production of rolling stock for railways and metro systems. Top managers from Transmashholding have been appointed to the plant’s supervisory board.
