Tashkent, Uzbekistan (UzDaily.com) - A training seminar was held at the Academy of Public Administration under the President of the Republic of Uzbekistan with the participation of the Deputy Chairman of the Council of Ministers of the Republic of Karakalpakstan, deputy khokims of regions and the city of Tashkent, khokims of districts and cities.

Chairman of the Senate of the Oliy Majlis Tanzila Narbaeva made reports on the nature and significance of the Message of the President of the Republic of Uzbekistan Shavkat Mirziyoyev to parliament on 24 January  2020, deepening democratic reforms and further enhancing the role of the Senate of the Oliy Majlis in modernizing the country and reforming the local government system.

“Today, executive and representative authorities have been given a priority task, namely, solving problems that concern the population, constant communication with citizens and satisfying their needs,” said Senate Chairwoman T. Narbaeva. - Representative authorities, taking into account the interests of the population, should tighten control over executive bodies, while effectively using the mechanism of deputy request.

In addition, the President proposed to introduce the Kengash inquiry institute. Work has begun on introducing amendments to the legislation on this issue. Now every month in local Kengashes, information will be heard about the work of the head of the state body related to the appeals of the population, the fulfillment of the tasks specified in decrees and resolutions, and the practice of taking appropriate measures with respect to leaders whose activities are recognized as unsatisfactory will be strengthened. The transfer of authority to the local Kengashs to submit proposals on the conformity or non-compliance of the heads of the territorial structures of the ministry and department with their posts will strengthen the control function and responsibility of local Kengashes.

In her report, the Senate Chairwoman also dwelled on the concept of the digital economy and the goals of its implementation.
