Strengthening Mechanisms for Human Rights Protection
Tashkent, Uzbekistan (UzDaily.com) — On 12 February 2026, the National Human Rights Center of Uzbekistan hosted a seminar on the topic: “Mandate and Activities of the UN Human Rights Council Working Group on Arbitrary Detention.”
The event brought together representatives from government bodies, the judiciary, law enforcement agencies, national human rights institutions, the bar association, academia, and international organizations.
In his opening remarks, the Center’s Director and member of the UN Human Rights Committee Akmal Saidov emphasized that ensuring the right to freedom and personal security is a key criterion for the rule of law and public trust in state institutions.
The seminar highlighted that New Uzbekistan is steadily strengthening national legal and institutional mechanisms for human rights protection, expanding engagement with the special procedures of the UN Human Rights Council, and viewing international cooperation as a practical tool to improve law enforcement practices.
The keynote speaker was the Chair-Rapporteur of the UN Human Rights Council Working Group on Arbitrary Detention, Hanna Yudkovska. She explained the mandate of the Working Group, procedures for reviewing individual communications, urgent response mechanisms, and practices for interacting with national authorities.
Discussions covered international standards on lawful deprivation of liberty, procedural guarantees during detention, state responses to Working Group recommendations, and improving interagency coordination and information exchange.
Participants emphasized the practical importance of professional experience-sharing and reaffirmed their commitment to further cooperation with UN mechanisms in preventing arbitrary detention and enhancing national law enforcement practices.
The seminar marked another step in implementing Uzbekistan’s consistent policy to strengthen the national human rights system, promote legal education, and integrate international standards into the work of government institutions.
