Tashkent, Uzbekistan (UzDaily.com) - The State Testing Center (STC) has published for discussion a draft Decree of the President of the Republic of Uzbekistan on the simplification of entrance exams to higher educational institutions.
The document envisages the introduction of a system of admission to universities based on the results of school graduation tests, without additional exams.
In particular, from the academic year 2021–2022, it is proposed to combine the final state certification of school graduates and entrance exams to universities by conducting uniform testing in compulsory subjects and in two subjects of the bachelor's degree chosen by the graduate.
Testing is planned for April-May. The results will be published the day after the tests on the STC website.
If the test results for each of the two undergraduate subjects are satisfactory, then they are included in the certificate of general secondary education in accordance with the evaluation criteria. Thus, graduates will be able to participate in the competition for admission to the university without additional tests in the chosen language and field of study.
If the result in one of the two undergraduate subjects is unsatisfactory, then the graduate will be required to take part in the final state certification of the school.
Those who did not pass the test or received a poor grade will be given the right to take the test in July-August along with other applicants.
The subjects for testing school graduates, assessment criteria, the number of tasks, test trials and the exact registration deadlines for participation in the competition will be determined by the State Commission for Admission to Universities.
According to the draft document, the Ministry of Public Education (MoPE) will establish a minimum indicator (level of satisfaction) of test results for inclusion in the certificate of general secondary education and in a single database.
The MoPE will also be responsible for organizing testing in accordance with established requirements.
STC announced the development of the project in early February. When developing the project, the experts took into account the experience of Russia (USE), the USA (SAT) and the UK (GCSE).
The developers believe that the new system will dramatically reduce budget expenditures aimed at organizing entrance tests. In addition, applicants will not have to retake the exam in the same subject.
Earlier, the center reported that in 2020 a phased implementation of certificates in all general subjects (analogues of language certificates) will be launched. The presence of this document will allow you to enter the university of Uzbekistan without passing the entrance tests.
Discussion of the draft document will last until 16 April.
