State-Owned Banks Maintain Dominance in Uzbekistan’s Financial Sector

Tashkent, Uzbekistan (UzDaily.com) — The Central Bank of Uzbekistan released data on the banking sector as of 1 October 2025, showing steady growth in key financial indicators.

Total assets of commercial banks reached 866.8 trillion soums, up 17% year-on-year. The loan portfolio grew to 582.2 trillion soums (+13%), total capital reached 130.4 trillion soums (+19%), and deposits amounted to 371.5 trillion soums (+29%).

State-owned banks continue to dominate the financial sector, controlling 65% of total assets, 68% of the loan portfolio, 61% of capital, and 52% of deposits.

Among state banks, UzNatsbank leads with 145.2 trillion soums in assets (17% of total commercial bank assets), followed by Agrobank with 100.99 trillion soums (12%) and Uzpromstroybank with 95.21 trillion soums (11%).

By loan volume, UzNatsbank is also the leader with 104.82 trillion soums (18% of total), followed by Agrobank with 77.03 trillion soums (13%) and Uzpromstroybank with 66.6 trillion soums (11%).

State banks’ capital is highest at UzNatsbank — 19.4 trillion soums (15%), then Agrobank — 13.71 trillion soums (11%), and Uzpromstroybank — 11.4 trillion soums (9%). Deposit volumes mirror this pattern, with UzNatsbank — 49.23 trillion soums (13%), Agrobank — 28.9 trillion soums (8%), and Uzpromstroybank — 26.9 trillion soums (7%).

Among private banks, Kapital Bank holds the largest assets at 51.81 trillion soums (6%), followed by Ipoteka Bank — 50.7 trillion soums (6%) and Hamkor Bank — 32.5 trillion soums (4%).

In terms of loans, Ipoteka Bank leads with 34.98 trillion soums (6%), then Kapital Bank — 34.74 trillion soums (6%) and Hamkor Bank — 22.36 trillion soums (4%). Capital among private banks is highest at Ipoteka Bank — 7.43 trillion soums (6%), followed by Kapital Bank — 6.38 trillion soums (5%) and Hamkor Bank — 6.26 trillion soums (5%). Deposit leaders are Kapital Bank — 39.66 trillion soums (11%), Ipoteka Bank — 25.08 trillion soums (7%), and Hamkor Bank — 13.43 trillion soums (4%).

Smaller banks remain at the bottom of the ranking, including Poytakht Bank — 0.52 trillion soums (0.06%), Yangi Bank — 0.59 trillion soums (0.07%), Saderat Bank — 0.60 trillion soums (0.07%), Madad Invest Bank — 0.88 trillion soums (0.10%), and AVO Bank — 1.02 trillion soums (0.12%).
