Size of remuneration of employees of universities and research institutes to grow
Tashkent, Uzbekistan (UzDaily.com) -- Uzbek President Shavkat Mirziyoyev signed a resolution “On measures to improve the remuneration system for employees of higher educational and research institutions of the republic”.

According to the document, from 1 September 2018, the salary of employees of higher educational and research institutions will grow by an average of 25%.

The commentary to the document noted that the scientific and scientific-pedagogical potential of universities and research institutions of Uzbekistan is at a low level. The share of scientific and scientific-pedagogical staff of the highest qualification, having academic rank and academic degree, is steadily declining.

The main reason is decline over the past years of the material interest of research staff and faculty in obtaining academic degrees and titles, since the difference between trainees (without academic rank and degree) and professors - chief researchers (with academic degree and rank) is not more than 50%.

Starting from 1 September 2018, it is planned to increase all the basic salaries of the teaching staff of 81 universities and research workers of 136 research institutes (total of 217 institutions): a total of over 38,000 employees of higher education (28.1 thousand people) and research (8000 people) institutions, as well as 1,900 doctoral students.

The increase in basic salaries will be differentiated, where priority is given to employees with academic degrees and titles. On average, the growth of basic salaries will amount to 25% (from 5% for trainees to 38% for professors of higher education institutions and chief scientific officers of the research institute).

In total, an additional allocation of almost 73.8 billion soums is planned for September-December 2018 (38.4 - state budget funds), 60.3 billion soums for universities (24.9 - state budget funds), 11.3 billion soums - for research institutes, as well as 2.2 billion soums for institutions of postgraduate education. At the same time, the monthly additional amount of labor costs for employees of higher educational and research institutions of the republic is 18.4 billion soums, including 9.6 billion soums from the state budget of the Republic of Uzbekistan.

The decree separately noted that 1923 persons studying in institutions of postgraduate education will be paid an increased stipend (17-18%), equivalent to the base salary of a junior scientific employee without a degree or title - 1.76 million soums (basic doctorate, 1669 people), as well as to the base salary of the leading scientific employee with a scientific degree of Candidate of Sciences or the title - 2.2 million soums (doctoral studies, 254 people).

By this resolution, the salary of a professor holding a doctorate is increased by 38-44 percent and will amount to 3.46 million soums instead of the current 2.5 million soums, and the difference with the salary of a trainee teacher is increased by 100 percent, two times (salary of trainee - 1.73 million soums).

In scientific research institutions, the salaries of the chief researcher who holds a doctoral degree and the academic title of a professor are increased by 38 percent and will be 3.11 million soums instead of the current 2.25 million soums, and the difference with the salary of the trainee researcher increases by 100 percent, twice (salary of trainee - 1.55 million soums).
