Sherzod Shermatov studies development of school education in Samarkand region
During the trip, the current state of the development of education in Samarkand region was studied. The Minister was extremely concerned about the many systemic shortcomings in the sphere of school education in Samarkand region. In particular, a number of schools found a deplorable state, in which over 35-45 years, no major repairs were carried out, and funds for current repairs were issued in limited volume several years ago.
This again proves the President’s words that one of the main reasons that contributed to this state of affairs in school education is insufficient funding of this sphere for several years. Especially when the issues of financing schools were assigned to local budgets, the sources of which were almost entirely limited to the center.
During the trip, the following problems and shortcomings were identified:
- In Samarkand region, 18 schools are subject to complete reconstruction, and 349 schools need major repairs.
- In 336 schools there are no sports halls for conducting lessons on physical culture and sports development of students.
- In 629 schools, there are no fences of territories, as a consequence of which ensuring the safety of pupils of children is not at the proper level.
- Also, in 474 schools, the number of students is 50% higher than the capacity of schools, as a result of which the educational process is conducted in two shifts, which in turn negatively affects the educational process. Especially in Samarkand in recent years, many apartment buildings have been built, for residents of which no additional schools have been built.
- Most schools do not have elementary living conditions to conduct their activities at the proper level.
- Particularly bad is the situation with the branches of schools in remote areas. Since they have the status of branches, they often fall out of capital and maintenance programs.
Sherzod Shermatov said that now the President of the Republic of Uzbekistan Shavkat Mirziyoyev pays special attention to development of school education, which should meet international standards and provide a decent level of education for the younger generation. Also, the head of state repeatedly pointed to the existing problems and the need to radically improve the country’s education system and improve respect for the teacher in society. In this regard, now a critical analysis of the current state of the public education system is carried out.
The Minister also noted: “The president at today’s conference call set the task of radically revising salaries and conditions created for teachers, as well as developing a set of measures to increase their respect in society. Only then it will be possible to demand a decent level of teaching from teachers. It is unfortunate that the current state of affairs does not show what we need for development. We need to start immediately to take measures to radically improve the education system,” and also expressed deep gratitude to the teachers, patience and the fact that, despite all the difficulties and problems, they continue to work selflessly for the benefit of the development of the younger generation.
Following the results of the study, Sherzod Shermatov instructed the head of the Regional Administration of Public Education of Samarkand to reconsider its activities and begin immediately taking measures to address the most difficult issues. Proposals to address systemic problems identified during the study will be included in the drafts of the relevant decisions.
