Tashkent, Uzbekistan (UzDaily.com) - The President of the Republic of Uzbekistan Shavkat Mirziyoyev on the last working day of 2019, held a meeting with the leaders of the chambers of parliament, members of the government, heads of ministries and departments, at which he summed up the results of the outgoing year and identified important tasks for 2020.
In all spheres of life in our country, confident reforms are being implemented. Important legal acts are adopted to modernize sectors of the economy, fully utilize the potential of the regions, and increase the welfare of the population. In this process, initiatives and proposals of the public are taken into account, financial and organizational issues are resolved.
The results of this comprehensive work are felt in all areas. Even seemingly impossible questions seem to be resolved. Most importantly, the living conditions of the people are improving, and satisfaction with the state and life is growing.
The transformations taking place in Uzbekistan are also highly appreciated by the international community. In particular, one of the authoritative publications - the British journal “Economist” named Uzbekistan “Country of the Year” for the most dynamic reforms in 2019.
At the same time, Uzbekistan became one of the best reforming countries in the Doing Business ranking of the World Bank for 2019.
It is necessary to ensure that these successes continue in 2020, for which it is necessary to ensure the implementation of decisions made on the development of industries and regions, to achieve even higher results.
The head of state noted that the results achieved before this are not the limit, much remains to be done to further improve the life of the population, increase the economic power of the country, make greater use of available opportunities, and therefore 2020 will be a test.
The meeting pointed out the need to learn the right lessons from the mistakes made in 2019, the quality of the implementation of the measures planned for 2020, the specific definition of responsible executives and the timing. It was also noted that it is necessary to organize the execution of tasks with field visits and ensure constant monitoring.
It was emphasized that the Cabinet of Ministers should effectively organize the activities of the executive branch, develop performance indicators for ministries, state committees and other departments for each quarter of 2020, as well as take their implementation under strict control.
The need for major changes in the effective management of state enterprises and a reduction in state participation in the economy next year is indicated.
The task was set to introduce a new system for the construction and launch of infrastructure facilities as part of the investment program, to accelerate the initiated reforms in the field of transport, especially railway and air.
Instructions were given to streamline the market for construction and contracting work and design services, create free competition and introduce modern urban planning standards, and reduce the cost of construction. The necessity of fulfilling urgent tasks in the field of drinking and heat supply is indicated.
Instructions were given to ensure macroeconomic stability, reduce inflation, transfer pricing entirely to market mechanisms, and create a free competitive environment.
At the same time, it is necessary to prevent a sharp increase in prices by expanding the production of consumer goods, especially food, by reducing costs.
The importance of continuing reforms in the banking system and expanding convenient and high-quality banking services was emphasized.
Special attention was paid to increasing entrepreneurial activity of the population, to eradicating the mood of dependency. The necessity of creating a favorable business environment, in particular, the further improvement of tax administration, the widespread use of information technology and the maximum reduction in the human factor, is noted.
The head of state pointed out the need for the speediest organization of systemic measures to explain in detail to taxpayers the norms of the new Tax Code.
Particular attention was paid to the effective organization of work in the field of foreign trade and investment. It was entrusted to use direct investments and foreign loans effectively, direct them to projects with a specific result, and bring targeted work with investors to a new level.
At the same time, it was pointed out that it is necessary to organize systematic work on the implementation of agreements and projects reached during foreign visits to ensure a concrete result.
It is necessary to increase the export potential of the economy, expand the range and diversify the geography of exports, radically improve foreign trade activities to enter new markets. It is required to reform the spheres of customs, standardization, quarantine and others, to turn them into assistants to entrepreneurs.
The meeting identified specific tasks for the progressive continuation of reforms in education, healthcare, tourism and other social spheres.
The priority task in the tourism sector is to bring the tourist flow next year to 7.5 million people, and the volume of export of tourism services to more than 1.5 billion dollars.
The necessity of increasing the attention of preparing young people, especially girls, for family life is noted. As the President noted, it is necessary to form a sense of responsibility for the family, properly conduct psychological preparation for family relationships, and create a healthy environment in families.
For leaders of sectors and sectors of the agro-industrial complex, the highest priority will be ensuring the implementation of the Strategy for the Development of Agriculture for 2020-2030. At the same time, it is necessary to create the necessary conditions for cotton growing, grain growing, rice clusters, constantly analyze and eliminate potential problems in the new system.
Also, the necessary instructions were given on the development of the oil and gas, chemical, and energy sectors, the active attraction of the private sector and investment, and the increase in the extraction of raw materials.
For the full and high-quality fulfillment of certain tasks, all managers must “go down” to the lower links of their system and must mobilize the team and resources to the maximum, as indicated at the meeting.
