Tashkent, Uzbekistan (UzDaily.com) -- On 10 February, a video conference was held under the chairmanship of the President of the Republic of Uzbekistan Shavkat Mirziyoyev on the effective organization of the implementation of the State Program "Year of Support for Youth and Strengthening Public Health".
As you know, 2021 has been declared in our country as the Year of Supporting Youth and Strengthening Public Health. The draft of the corresponding program was submitted for public discussion, during which more than 2 thousand proposals and comments were received from the public, taking into account which the draft was finalized and expanded.
The improved state program, approved by the Decree of the President of the Republic of Uzbekistan from 3 February, contains 273 points. About 30 trillion soums, more than US$2.6 billion and 57 million euros will be allocated for the implementation of its activities.
The main goal of the state program is comprehensive support for young people, the establishment of a healthy lifestyle among the population, and an increase in the well-being of the people through economic development.
- We have to implement this program in the context of an ongoing pandemic, in a situation of exacerbation of the global crisis. No matter how difficult it may be, we must provide jobs for 500 thousand young people and 200 thousand women, bring 300 thousand citizens out of poverty. If we correctly establish the system of work in the context of makhallas and if state bodies fulfill the tasks of the program diligently, wisely and scientifically, it will be possible to make dramatic changes, said Shavkat Mirziyoyev.
In 33 regions that are lagging behind in development and 970 makhallas with a difficult situation, it is necessary to improve roads, water and electricity supply, irrigation networks, bring reforms in the spheres of medicine and education to the most remote villages, the meeting said.
To do this, the Deputy Prime Ministers, heads of ministries and departments, khokims and sector leaders are required to organize the implementation of the program on the scale of districts and makhallas, rationally use resources, and work hard on the basis of order and discipline.
- There are many leaders, many responsible, but there are no those who are concerned with the concerns of the people. All solutions are feasible. But the main drawback is that there is no control, ministers, khokims do not give their best, the President said.
At the video conference, tasks were discussed in two priority areas of the state program - economy and social sphere.
The program stipulates 113 measures for economic development. The main attention is paid to the creation of new jobs.
So, those who want to start their own business will be allocated subsidies in the amount of up to 7 million soums, and those in need of social support will receive compensation for the costs of vocational training in the amount of 1 million soums.
Responsible persons were instructed to approve and implement the procedure for allocating these funds as soon as possible. This measure is expected to provide jobs for 20 thousand people by the end of the year.
As you know, young people wishing to engage in agriculture began to receive allotments ranging from 10 acres to 1 hectare. The head of state stressed that the main criteria in this process should be justice and honesty, and public opinion should be taken into account.
The importance of effective distribution of 6 trillion soums of loan funds allocated to support family businesses, increasing the entrepreneurial potential of makhallas based on their "points of growth" was emphasized.
This year, due to the development of investments for US$23 billion, it is planned to launch 226 large industrial and infrastructure facilities. The President instructed the responsible persons to constantly monitor all processes, to ensure the timely and high-quality implementation of projects.
In the Republic of Karakalpakstan and regions, it is planned to improve and improve the infrastructure of 22 major pilgrimage sites. In addition, a procedure will be introduced to reimburse airlines for 25 percent of the cost of air tickets, tour operators - 15 percent of air and rail tickets for domestic tours and 10 percent of the cost of hotel services. This new mechanism will help attract 1.7 million foreign and 7.5 million domestic tourists in 2021, the meeting noted.
The state program also includes large-scale creative work. So, by the end of the year, it is planned to repair more than 10 thousand kilometers of internal and rural roads, update 15 thousand kilometers of power lines and 4 thousand transformers, provide more than 700 settlements with clean drinking water. It is planned to build 21 thousand houses in cities and 8.8 thousand houses in rural areas.
At the meeting, these measures were discussed in the context of regions, additional instructions were given to responsible persons. It was noted that it is necessary to continue improving the system of public services, repairing multi-storey housing stock and elevators, reconstructing bridges and forming their cadastre.
The procedure for accounting for "points of growth" in the formation of the programs "Obod qishloq" and "Obod makhalla", submitting them for consideration by local kengashs of people’s deputies has been determined.
An instruction was given to reclaim 320 thousand hectares of land this year, rationally place crops on them, reconstruct pumping stations and introduce water-saving technologies. In order to ensure food security, the task was set to increase the production of meat and dairy products, eggs and fish, to launch 1.5 thousand new projects for this purpose, worth 6 trillion soums this year.
In the state program, 93 points are aimed at social support, the development of medicine, education and other humanitarian spheres. At the video conference, the most important of them were highlighted, measures for their implementation were determined.
It was instructed to create a Fund to Support Children and allocate 100 billion soums from the budget, as well as attract grants from international financial institutions. The need to provide housing for low-income graduates of orphanages by September 1 of this year was emphasized.
From 1 June 2021, the procedure for calculating the length of service for the period of work until 2005 is being introduced when assigning a pension based on entries in the work book, without the need to provide supporting documents. As a result, by the end of the year, 100 thousand will be able to receive a pension in a simplified manner, and next year - another 200 thousand citizens.
The task has been set to build 22 kindergartens and 31 new schools at the expense of the budget this year, to open one school in each district with an in-depth study of physics.
During the discussion of health issues, it was indicated that it was necessary to start vaccination against coronavirus. The Ministry of Health was instructed to determine the categories of the population that will be vaccinated in the first place, draw up an electronic list of vaccinated people, create more than 3 thousand vaccination points in family polyclinics and rural medical centers, and an additional 800 mobile teams.
Instructions were given on the repair and equipping of cultural centers, museums and theaters.
- The main goal of the state program is not paperwork or reporting, but the achievement of practical results, the achievement of positive changes in people’s lives. For this, each leader must and must show results in his work, the President noted.
At the meeting, regional, district and city councils of people’s deputies were recommended to develop an action plan for the implementation of the state program on their territory, the Ministry of Justice was instructed to establish regional control over the implementation of each item of the program.
The Cabinet of Ministers will monthly critically review the implementation of the program, promote the timely and full implementation of tasks. The chambers of the Oliy Majlis will quarterly hear information from the Prime Minister and members of the government on the implementation of the State Program and make proposals aimed at improving the efficiency of ministries and departments.
