Service of legal support of reforms and coordination of law-enforcement activity is created
Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Shavkat Mirziyoyev signed a decree “On measures to radically improve the legal support for ongoing reforms” on 3 April.

According to the document, on the basis of the Political and Legal Affairs Service of the Office of the President of Uzbekistan, the Service for Legal Support of Reform and Coordination of Law Enforcement Activities has been established.

The newly created service consolidates efforts of state bodies to develop priority directions for reforming the system of public administration, socio-economic and judicial-legal spheres.

The service will identify systemic problems and shortcomings, legal gaps that impede the effective functioning of the public administration system, full implementation of reforms in the socioeconomic and judicial-legal spheres, strict implementation of legislative acts, as well as creating conditions for bureaucracy, red tape and corruption. "

The Service will systematically monitor implementation of the President’s decisions on reforming the system of public administration, socio-economic and judicial-legal spheres, develop measures to ensure the effectiveness of the government, optimize its executive apparatus, strengthen the responsibility of ministries in their areas of responsibility and a clear delineation of powers and spheres of responsibility in the system of state power and administration.

The new service will inform president about the state of law and order in the country, prevent and fight crime, and ensure the implementation of the president’s constitutional powers on citizenship, political asylum, amnesty and pardon of persons convicted by Uzbek courts.

The service has been given the authority to submit to the state bodies mandatory proposals for the adoption of new and revision of existing regulatory legal acts or other documents in order to fill legal gaps and eliminate systemic shortcomings.

The Service may submit proposals to the President on reviewing and repealing acts of state administration and khokims, which do not comply with the legislation, goals and objectives of the reforms being implemented, including those providing for individual benefits and preferences.

The Service will submit materials on facts of non-fulfillment of the President’s decisions to the state bodies, including law enforcement agencies, to consider the issue of responsibility of the guilty persons.

The document said that all drafts of normative and legal acts are submitted to the president for consideration solely by the new service, except acts on matters within the competence of the apparatus of the Security Council under the president. At the same time, the projects submitted by the Security Council are subject to mandatory agreement with the service.

Projects of government decisions (except for individual ones) are also subject to mandatory agreement with the service.

The document prohibits adoption of government and departmental protocol decisions, written instructions that contain generally binding regulations, including those providing for individual benefits and preferences.

The head of Uzbekistan abolished the Institute for Monitoring Current Legislation under the President.

By decree, the heads of the Cabinet of Ministers complex are strictly warned about the inadmissibility of conducting unreasonable and ineffective meetings with the participation of heads of state agencies, diverting significant funds and resources.
