Senators consider information from the Minister of Employment and Labor Relations

Tashkent, Uzbekistan (UzDaily.com) -- At the sixth plenary session of the Senate, the Minister of Employment and Labor Relations heard information on the work carried out in 2019 and over the past period of 2020.

It was noted that the Working Group of the Senate studied the state of implementation of the Law of the Republic of Uzbekistan "On Employment of the Population" and decisions, programs and measures aimed at ensuring employment and social support for the population.

Based on the analysis of the country’s labor market, certain work has been done to ensure employment of the population by developing territorial and sectoral programs, establishing a state order for the creation of new jobs and quotas for the employment of socially vulnerable segments of the population.

So, in the republic as of 1 April 2020, the number of labor resources is 19.1 million people. This indicator increased by 0.6% compared to the corresponding period of 2019.

In addition, certain work has been done to ensure the employment of unemployed persons who have applied to the labor authorities, to attract them to work by organizing work on construction, repair, reconstruction, improvement of cities and districts, and organizing seasonal work in agriculture.

In particular, the work of employment promotion centers in 2019 was transferred to services for individuals and legal entities on the basis of the "One window" principle, and 773.4 services were provided to individuals and legal entities.

In accordance with the Law on Private Employment Agencies, the Ministry has formed a register of private employment agencies. In January-April 2020, more than 2890 unemployed citizens were employed.

During the meeting, it was noted that the study showed a low level of efficiency of the ministry and the presence of a number of problems and shortcomings.

So, in 2019, 773 thousand people in the republic applied for assistance in finding a job, and only 46% of them were employed; in 4 months of 2020, 40% of 273 thousand citizens who applied were provided with employment.

The provision by private employers of information on vacancies in the bureau in accordance with the current labor legislation has not been established.

We cannot talk about satisfactory work to reduce unemployment by stimulating the creation of new jobs.

The decree of the President of the Republic of Uzbekistan "On the state order to ensure employment of the population and the organization of new jobs in 2019" from 5 March 2019 determined the creation of a total of 370 thousand new jobs in the republic.

Failure to meet the requirements of the implementation of such tasks defined in the Regulation of the Ministry, such as ensuring employment based on the analysis of the country’s labor market, developing territorial and sectoral programs, providing employment by establishing quotas for employment of socially vulnerable groups of the population.

Moreover, there is no systematic work on the employment of young people, including in rural areas, graduates of higher and secondary specialized educational institutions.

One more question. The form and quality of training in the training courses that have been in effect until now in the system of the ministry do not meet the requirements of today. For example, the current form of the current training system does not allow reaching millions of unemployed persons.

At the same time, attention is also focused on the problems awaiting their solution in the field of labor migration regulation and the organized recruitment of citizens for work abroad.

In particular, due to the unsatisfactory fulfillment of the tasks defined in the Regulation of the Ministry for the Regulation of Labor Migration and the Organized Recruitment of Citizens for Work Abroad, the share of organized migration in the total labor migration in 2019 and over the past period of 2020 averaged 9%.

Suggestions and recommendations were made to eliminate the identified problems and shortcomings.

The corresponding resolution of the Senate was adopted on this issue.
