Senators consider a report from the Minister of the Internal Affairs

Tashkent, Uzbekistan (UzDaily.com) -- As part of the agenda of the sixth plenary meeting, the Minister of Internal Affairs of the Republic of Uzbekistan Pulat Bobojanov presented information on the state of prevention and prevention of offenses following the results of six months of 2020.

It was noted that as a result of the systematic work carried out, 20497 or 95.2% of registered crimes were solved. 1,051 persons who are wanted by the investigating authorities were detained, and more than 260 persons were found who were considered missing.

On the initiative of the internal affairs bodies, 4158 crimes were revealed. Of 9145 mahallas of the republic, 66.3% or 6061 were not allowed to commit crimes.

At the same time, the study showed that there are certain shortcomings in the activities of the internal affairs bodies, problems awaiting their solution, and unrealized opportunities.

So, for 6 months of this year, 21535 crimes were registered in the republic, which means that 63.3 crimes per 100 thousand of the population on average.

Disadvantages in families, untimely resolution of conflicts remain out of sight of the activists of makhallas and the general public, which leads to the commission of especially grave crimes.

So, of the murders reserved for the six months of 2020, every third (71, 35%), 76 (20.5%) crimes in the form of causing grievous bodily harm are committed within the framework of family relations.

At the same time, due to the fact that family quarrels are not stopped in a timely manner, 5940 offenses were committed within the framework of family relations, the majority of which, that is, 52.6% (3,123), occurred in the Tashkent, Bukhara, Navoi and Ferghana regions.

In particular, protection orders were issued to 2,776 women who faced harassment in the family.

Due to the fact that there are still many problems in working with young people and due attention is not paid to their elimination, every fourth crime (4 988 or 23.2%) of the crimes registered during 6 months of this year in the republic is committed by young people, 1315 out of them or 6% - unemployed youth.

In addition, more than 3 thousand unemployed (3198) have committed crimes, which testifies to the ineffective solution of local employment issues.

Although the number of road accidents has decreased compared to the same period of last year (2564/2388), 730 people died due to the lack of proper conditions for safe traffic on the roads. 2297 persons received injuries of varying degrees.

At the same time, almost every second road accident (out of 2,388 1,017) was committed as a result of speeding, which indicates the need to intensify work on the effective use of photo and video fixing devices in the field.

In addition, a field study was conducted by the senators, which made it possible to identify problems and weaknesses in the system. Thus, reports of preventive inspectors in citizens’ self-government bodies are carried out formally, and in some cases they are not carried out at all.

And in local Kengashes of People’s Deputies, in the process of hearing reports of regional and city departments of internal affairs, in most cases the participation of the leading personnel of these structures is not ensured.

At the same time, despite the positive work carried out in terms of work with personnel in the internal affairs bodies, 3,027 employees committed violations of official discipline, and 52 committed crimes.

For example, in the current year in Kashkadarya and Andijan regions, cases of violations of the law by employees became a reason for wide discussion among the population, which led to the formation of a negative opinion regarding the internal affairs bodies.

The senators stressed the need to develop proposals for amending the current legislation regarding the creation of an interdepartmental working group to identify and eliminate problems in dysfunctional families, their social moral support, as well as to establish the responsibility of parents who are the cause of family divorces.

In addition, it was noted the need for systematic joint organization in the regions of service activities of members of the structures "Points of public control" and "Selfless woman" and assistant inspectors for prevention, conducting in makhallas in which crime reduction has not been achieved, systemic preventive work with persons, dysfunctional families and unorganized part of young people who are on the preventive account.

The relevant resolution of the Senate of the Oliy Majlis was adopted on the considered issue.
