Senators approve the Law of the Republic of Uzbekistan “On pastures”

Tashkent, Uzbekistan (UzDaily.com) -- Senators approved the Law of the Republic of Uzbekistan “On pastures”.

The law defines the main directions of state policy in this area, such as the development, approval and implementation of state and other programs; the establishment of rules, norms and standards aimed at pasture conservation; state control; ensuring the rational use, protection and reproduction of pastures; development of research activities and international cooperation.

During the discussion, the senators’ attention was drawn to the powers of state bodies in this area, according to which the Cabinet of Ministers ensures the implementation of a unified state policy, approval and implementation of state programs, approval of the procedure for grazing pastures for use. Local government authorities develop and implement territorial programs, approve norms and terms for grazing livestock on pastures, and so on. Structures such as Goskomzemgeodezkadastr, Goskomekologiya, Goskomles, participate in the development and implementation of state programs, setting standards and time limits for haymaking and grazing, ensuring the provision of plots for grazing, monitoring pastures on forest land.

The law also establishes mechanisms for the participation of citizens’ self-government bodies, non-governmental non-profit organizations and citizens in organizing the use and protection of pastures, in particular in facilitating measures for the use and protection of pastures, and public control over the use and protection of pastures. The order of use of pastures is also determined, which are granted to legal entities and individuals in permanent possession, rent and temporary use according to the decision of local government bodies, and on the lands of the forest fund - with the permission of state forestry authorities.

In accordance with the law, pasture users have the right to graze and mow; work on the creation of pasture infrastructure; creation of a pasture users association, which in turn are obliged to rationally use pastures for their intended purpose, to carry out measures to promote the reproduction of pasture vegetation and the restoration of vegetation cover.

In addition, the law regulates issues of protection, reproduction, restoration of pastures. Thus, protection of pastures is ensured by establishing rules and regulations for the use, reproduction and restoration of pastures; imposing restrictions and prohibitions; warning and suppression of unauthorized use of pastures; inventory; geobotanical survey; pasture monitoring; control over use, reproduction and restoration of pastures. Legal entities and individuals are obligated to compensate for the damage caused to pastures as a result of pollution, irrational use, degradation of pastures, etc.

It was noted that the adoption of the law will contribute to the creation of organizational and legal mechanisms for the rational use of pastures and new opportunities for increasing stocks of food products, meat and dairy products for the population, as well as for their export. Senators approved the law.
