Senatorial Inquiry: Systemic Problems Identified in Greenhouse Farming Development in Uzbekistan
Tashkent, Uzbekistan (UzDaily.com) — Anvar Tuychiev, Chairman of the Senate Committee on Agrarian, Water Management, and Environmental Issues of the Oliy Majlis, has submitted a senatorial inquiry to Minister of Agriculture Ibrokhim Abdurakhmonov, addressing pressing issues in the development of greenhouse farming in Uzbekistan.
The inquiry highlights that in recent years the country has placed strong emphasis on expanding greenhouse activities, ensuring food security, and cultivating high value-added products. To support the sector, presidential decrees have been enacted, and preferential loans, subsidies, and tax incentives introduced.
However, the senator pointed out a number of systemic problems hindering progress in the field. Among them are the lack of sustainable financing mechanisms, disruptions in the supply of natural gas, electricity, and water, as well as high interest rates on loans.
According to him, these factors have led some greenhouses to be transferred to bank ownership. As of May 2025, such greenhouses covered more than 120 hectares, resulting in job losses and a decline in economic efficiency.
Tuychiev also emphasized the importance of strengthening quality control of agricultural products, creating a competitive environment, introducing modern agricultural technologies, and ensuring farmers and entrepreneurs have access to seed production and agrochemical services.
The Ministry of Agriculture was asked to provide detailed analytical information on the number and condition of greenhouses established between 2020 and 2024, the mechanisms of their financing, issues with access to natural resources, and measures taken to resolve them. The senator also requested data on the introduction of scientific approaches and innovative solutions, efforts to increase export potential, and steps to ensure the sector’s financial sustainability.
