Senate Sends Parliamentary Inquiry on Quality of Housing Services

Tashkent, Uzbekistan (UzDaily.com) — At its 12th plenary session, the Senate discussed the submission of a parliamentary inquiry to the Cabinet of Ministers concerning the quality of services provided by management companies and homeowners’ associations in the housing and communal services sector.

Senators noted that, under the initiative of the President, extensive work is being carried out to improve the efficiency of housing and communal services and to enhance the management system in this area.

Over the past period, approximately 50 regulatory acts governing this sector have been adopted.

Currently, Uzbekistan has 44,280 apartment buildings, comprising more than 1.5 million apartments, which are serviced by 971 management companies and 241 homeowners’ associations.

During the discussion, senators highlighted issues that have caused justified complaints from residents. In particular, some companies’ failure to comply with the Law “On the Management of Apartment Buildings” in determining mandatory payments, and their untimely provision of reports to homeowners on services rendered, has led to public dissatisfaction.

Additionally, concerns were raised regarding the leasing of basements without owners’ consent, the lack of integration of information on shared property rentals into the “Mening Uyim” billing system, and insufficient landscaping and maintenance work.

Following the discussion, the Senate adopted a resolution to send a parliamentary inquiry to the Cabinet of Ministers to clarify and address the identified issues.
