Tashkent, Uzbekistan (UzDaily.com) -- Within the framework of the sixth plenary session of the Senate of the Oliy Majlis, the issue of sending a parliamentary inquiry to the Cabinet of Ministers of the Republic of Uzbekistan on measures to ensure the protection of the rights of citizens of the Republic of Uzbekistan temporarily working in the Russian Federation was also considered.
It was noted that the parliamentary inquiry was formed on the basis of an analysis of numerous applications from citizens arriving at the chambers of the Oliy Majlis of the Republic of Uzbekistan, the Virtual and People’s Reception Office of the President, the Ombudsman, khokimiyats, and diplomatic missions of the country in the Russian Federation.
It was emphasized that the solution of urgent problems of citizens of the Republic of Uzbekistan, carrying out temporary labor activity in the Russian Federation, is in the center of attention of the Senate and is one of the central topics of the activities of the joint Uzbek-Russian Commission on inter-parliamentary cooperation.
Despite the existence of two agreements with the Russian side, designed to streamline the processes of external labor migration, the conclusion of agreements on the organized recruitment of citizens for employment, the creation of favorable conditions for ensuring their safe passage to the place of work outside the republic, there are still significant problems of the proper implementation of the achieved interstate agreements.
For example, according to the representative office of the Agency for External Labor Migration in the city of Moscow, 25.4% of all labor migrants who work in Russia work without obtaining an appropriate patent. That is, according to Russian legislation, they conduct their activities illegally.
Despite the existence of bilateral agreements, the indicators of organized employment of citizens remain low.
For example, in 2019, the Agency for External Labor Migration and private employment agencies through organized recruitment in Russia employed only 1,425 people.
The presence of spontaneous labor migration, unresolved problems with low social adaptation of labor migrants, poor knowledge of the Russian language, labor and migration legislation of the Russian Federation give rise to numerous problems associated with ensuring the rights of our citizens.
The senators stressed that the protection of the rights and interests of citizens of the country abroad is one of the most important priorities of the government of the republic.
Based on this, the Senate of the Oliy Majlis of the Republic of Uzbekistan adopted a resolution on sending a parliamentary request to the Cabinet of Ministers of the Republic of Uzbekistan.
