Senate Reviews Measures to Improve Child Support Enforcement System

Tashkent, Uzbekistan (UzDaily.com) — At a plenary session, the Senate examined the results of a parliamentary inquiry submitted to the Cabinet of Ministers concerning measures to improve the system for collecting and disbursing child support for minor children.

During the discussion, it was noted that the government has carried out substantial work in this area. In particular, in 2025, under the "Responsible Parenthood" programs, approximately 22,000 parents and around 30,000 families facing challenges received training, with special attention given to parental responsibility and fulfillment of child support obligations.

Around ten educational manuals and more than forty informational and awareness-raising materials were prepared to enhance parental responsibility for the well-being of children.

The Cabinet of Ministers also developed proposals for amendments to legislation, stipulating that child support payments for each child cannot be less than the amount of the monthly minimum consumer expenses.

Sources for the Child Support Fund have been expanded, and a system has been introduced to direct funds to the Fund from surplus monthly revenues relative to expenditures of the Development Fund of the Bureau of Compulsory Enforcement.

The unified information system for enforcement and monitoring of child support obligations has been fully integrated with the Treasury’s electronic system under the Ministry of Economy and Finance (UzASBO).

Additionally, in accordance with a resolution of the Board of the Central Bank, the legal framework has been established for opening a bank account in the name of a minor child.

At the same time, senators emphasized that unresolved issues remain, requiring further attention. These include improving the procedure for collecting support from payers without permanent employment or with unverified income, joining the Hague Convention on the International Recovery of Child Support and Other Forms of Family Maintenance, and ensuring payment of support when information about the payer is unavailable.

Following the discussion, the Senate adopted a resolution addressing the above issues and aimed at further improving the child support enforcement system.
