Senate of Uzbekistan to hold plenary session

On 9 April, the Council of the Senate of Oliy Majlis of Uzbekstan held a session and considered information of working groups on preparation to holding upcoming plenary session.

Chairpersons of the committees of the Senate made reports on held session of the committees and readiness of conclusions on laws and draft decisions on other issues, which will be considered at the plenary session. The participants exchanged opinion on organization of the work of the plenary session.

The Council noted that one of important issues at the plenary session of the Senate will be a law “On introduction of changes and amendments to some articles of the Constitution of the Republic of Uzbekistan (articles 32, 78, 93, 98, 103 and 117)”, which was submitted by the President of Uzbekistan to consideration of the parliament as legislative initiative.

The document is directed at further democratization of the government system, improve constitutional mechanisms of implementation of important principles of the state governance, ensure independence and equality of legislative, executive and judicial powers, balance of their authorities and efficient operation of the system of checks and balances among powers.

The Senate will also consider a law “On introduction of changes and amendments to some legislation of Uzbekistan in connection with adoption of the law “On introduction of changes and amendments to some articles of the Constitution of the Republic of Uzbekistan (articles 32, 78, 93, 98, 103 and 117)”.

The members of the Council also underlined importance of the laws, which submitted for consideration of the Senate, which are directed to implement the Concept on further deepening democratic reforms and forming civil society in the country, directed at gradual reforming and liberalizing all spheres of political and social-economic life.

In particular, the Senate will consider laws “On openness of activities of the state bodies and administration”, “On joint stock companies and protection of rights of shareholders” (new edition), “On preventing law violation”, “On approval of regulation on qualification board of judges” (new edition), and some other documents, which will further strengthen protection of human rights and interests, improve business environment, etc.

Senators will discuss a report of Human Rights Commissionaire of Oliy Majlis of Uzbekistan, on activities of Accounts Chamber and the State Committee on protection of nature. Senate will consider a report of the Ministry of Justice on activities of the state bodies, law enforcement and controlling bodies in 2013.

At the same time, the Senate will discuss other issues, related to jurisdiction of the Senate of Oliy Majlis of Uzbekistan.
