Senate Discusses Draft Law on Improving the Budget Process

Tashkent, Uzbekistan (UzDaily.com) — At a meeting of the Senate Committee on Budget and Economic Affairs, the draft law “On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan in Connection with the Improvement of the Budget Process” was reviewed.

Committee members noted that in recent years, consistent measures have been taken to increase transparency in budget allocation, expand citizen participation in the budget process, and strengthen public oversight over the targeted use of funds.

The law introduces amendments and additions to the Code of Administrative Responsibility, the Budget and Civil Codes, as well as a number of other regulatory acts. The changes aim to further improve the budget process and enhance the efficiency of resource utilization.

In particular, the document provides for an expansion of the types of budget reporting, which will allow for stronger monitoring of the use of public resources.

The practice of hearing reports from first-level budget fund managers in the committees of the Legislative Chamber at the end of each quarter is also being introduced.

The implementation of target indicators linked to the use of allocated funds is planned to be evaluated.

Senators emphasized that the proposed changes create additional opportunities for broad citizen engagement in the budget process, strengthen the transparency of public fund allocation, and enhance control over their targeted use.

Following the discussion, the Committee adopted the corresponding decision.
