Senate discuss improving activities of Councils of People’s Deputies

Tashkent, Uzbekistan (UzDaily.com) -- Senate of Oliy Majlis of Uzbekistan hosted a roundtable “Issues on improving legal framework for the representative bodies of state authority: Practice and Prospects.” on 4 September.

The roundtable was organized by the Commission of the Senate on assisting to boosting activities of the representative bodies of state authority in places at the assistance of the UNDP project “Parliamentary Development Assistance”.

Members of Senate, representative of local Councils of People’s Deputies, local administration in the regions and others participated at the event.

During the session, the participants considered issues of improving legal framework for operation of Councils of People’s Deputies. It was noted that Uzbekistan should improve legislation, adopted in 1992-2000, to harmonize them with current legislative acts.

It was noted that the law “On state authorities in place”, which was adopted in 1993, should be improved. Naturally, many things changed in the legislative framework and it should be improved to comply with current requirements.

One of the main tasks of legal experiment in Bukhara and Samarkand regions on testing draft law “On openness of activities of the state bodies and administrations” is to improve legal framework on activities of the representative bodies of the state authority and administration in condition of forming democratic society.

One of the tasks of the representative bodies in place is to establish firm parliamentary control over activities of the executive power, government and administrations. It was stated that there are need to implement new approaches to realize this important function by the Councils of People’s Deputies, which required introduction of changes to regulation of local Councils of People’s Deputies and regulation on their permanent commissions.

At the meeting, the participants said there is need to prepare law “On state bodies in places” in new edition. They also shared their views on shortages in operations of the Councils of People’s Deputies and their commissions and recommendations on improvement of their work.
