Senate Approves the “Law on Legal Experiment”
Tashkent, Uzbekistan (UzDaily.com) — At its recent plenary session, the Senate discussed the Law of the Republic of Uzbekistan “On Legal Experiment.”
It was noted that in recent years, the practice of applying new procedures in the form of legal (pilot-experimental) experiments has expanded, with such measures limited to specific territories or within certain individuals and organizations.
The concept of a legal experiment, as well as issues related to its implementation and documentation of results, is established in the Law “On Normative Legal Acts.” However, the social and legal relations connected with its execution have not been fully regulated.
This Law was developed to address these legal gaps. It defines key concepts, principles, authorized bodies, conditions for conducting legal experiments, the participation of civil society institutions, and other related matters.
The Law clearly stipulates that a legal experiment may only be conducted based on the laws of the Republic of Uzbekistan, resolutions of the chambers of the Oliy Majlis, decrees and resolutions of the President, as well as resolutions of the Cabinet of Ministers.
Senators emphasized that the implementation of this Law will ensure uniform law enforcement practice in organizing and conducting legal experiments, facilitate the introduction of experimental legal norms, and improve the well-being of citizens by taking public opinion into account.
Following the discussion, the Senate approved the Law.
