Senate Approves Law Regulating Circulation of Pyrotechnic Products
Tashkent, Uzbekistan (UzDaily.com) — At its eleventh plenary session, the Senate of Uzbekistan approved the Law “On the Circulation of Pyrotechnic Products.”
The document aims to strengthen measures to protect the lives and health of citizens, safeguard the property of individuals and legal entities, and establish clear rules for the handling of pyrotechnic products within the country.
During the session, it was noted that despite ongoing preventive efforts, it has not yet been possible to completely eliminate the illegal import of pyrotechnic products from abroad. The new law is intended to create legal mechanisms that will enhance state control and ensure proportional enforcement measures.
The law introduces an official definition of pyrotechnic products, which includes devices that produce optical, acoustic, electrical, or other visual effects through the combustion or explosion of pyrotechnic compounds. Depending on their level of danger, such products are divided into five safety classes.
Unrestricted circulation is permitted only for Class I products — such as sparklers, tabletop fountains, and party poppers — with an effective radius not exceeding 0.5 meters. These items may be manufactured, stored, sold, and used without limitation.
The circulation of Class II products, including firecrackers and outdoor fountains, is completely prohibited for individuals and private entities. The production, import, transportation, sale, and use of pyrotechnic products of Classes II–V are allowed exclusively for state-owned enterprises in the defense industry.
Use of pyrotechnics of Classes III–V is permitted only for official public events, such as fireworks displays, as well as for industrial and military purposes.
Control over the circulation of pyrotechnic products is assigned to the National Guard, law enforcement agencies, and customs authorities. Amendments to the Administrative Liability Code increase penalties for illegal use of pyrotechnics — fines have been raised from 15 to 25 base calculation values.
Senators emphasized that the adoption of this law represents an important step toward establishing transparent regulations for pyrotechnic products, ensuring public safety, and preventing illegal trade. The law was approved by the upper chamber of parliament.
