Senate approves law “On Plant Quarantine” in new edition

The law envisages general provisions, regulating plant quarantine, the system of public service for plant quarantine and management of the Republic of Uzbekistan, the rights and duties of state and economic management bodies, legal and physical persons in the field of plant quarantine, plant quarantine measures and their implementation, information openness in this area, the import and export of quarantine products.

The law also stipulates the main directions of the state policy in the field of plant quarantine, the implementation of state control, the development of international cooperation, the implementation of the system of measures for external and internal plant quarantine, the provision of phytosanitary security, the development of a system for effective monitoring in the field of plant quarantine.

The law is supplemented by the norms, setting the powers of the Cabinet of Ministers of the Republic of Uzbekistan, state authorities in the field in the field of plant quarantine.

According to the changes, citizens’ self-government bodies participate in the implementation of state, territorial and other programs in the field of plant quarantine, carry out public control in this area in the relevant territory, assist state inspectors in plant quarantine in informing the public about the spread of plant quarantine objects.

The senators noted that this law will improve the mechanism for regulating plant quarantine relations, expand international cooperation, introduce modern foreign technologies and methods of work in the quarantine service, clearly define the responsibilities of responsible employees of the State Plant Quarantine Inspectorate, and carry out activities to ensure phytosanitary safety in the conduct of international trade in seeds, plants, etc.
