Senate Approves Law on Early Prevention of Offenses and Strengthened Oversight

Tashkent, Uzbekistan (UzDaily.com) — At the 12th plenary session, the Senate of the Oliy Majlis reviewed the law “On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan in Connection with the Further Improvement of the System for Early Prevention of Offenses.”

Senators noted that the legislation introduces changes and additions to the Code of Administrative Liability, as well as to the laws “On Weapons” and “On the Prevention and Treatment of Narcotic Diseases.” The law aims to strengthen measures for preventing offenses and crimes at the local level.

Specifically, administrative liability is introduced for repeated offenses within a year related to carrying cold weapons. Offenders face fines ranging from five to ten times the base calculation amount, with or without confiscation of the items involved, or administrative arrest for up to fifteen days.

Crimes related to domestic violence (parts 4–8 of Article 126^1 of the Criminal Code) will now result in a refusal to issue permits to convicted individuals for ten years following the removal of their criminal record or amnesty. In cases where the offender possesses firearms, these will be confiscated along with any ammunition.

The law also clarifies the procedure for compulsory treatment of individuals with alcohol dependence: a single administrative offense within a year is now sufficient grounds for mandatory treatment. Authority to recognize a person as needing treatment is transferred to specialized inter-district medical commissions established in remote areas, with the list of such areas approved by the Ministry of Health.

Senators emphasized that the adoption of the law will strengthen safety in local communities and enhance the effectiveness of preventive inspectors in early offense detection.

Following the discussion, the law was approved by the Senate.
