Senate Approves Amendments to Legislation on Licensing and Permit Procedures

Tashkent, Uzbekistan (UzDaily.com) — At its ninth plenary session, the Senate of the Oliy Majlis reviewed the Law “On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan in Connection with the Further Improvement of Licensing, Permit and Notification Procedures.”

During the discussions, it was noted that Uzbekistan continues large-scale efforts to simplify licensing procedures and expand access for citizens and entrepreneurs to electronic public services. Particular attention has been given to eliminating bureaucratic and administrative barriers, thereby fostering a more favorable business environment.

Senators emphasized the need to introduce incentives for violators of licensing requirements who voluntarily pay fines, as well as to legally regulate issues related to issuing penalty decisions through specialized electronic systems and ensuring participation of foreign non-resident legal entities in these procedures.

The law provides for amendments to a number of legislative acts, including the laws “On Licensing, Permit and Notification Procedures,” “On State Duty,” “On Fire Safety,” “On Export Control,” and “On Tourism,” as well as the Administrative Liability Code and the Customs Code.

The adopted amendments aim to simplify licensing and permitting processes, introduce benefits for voluntary payment of fines, and expand the use of public service centers in these procedures.

Following the debate, senators noted that the document creates additional opportunities for business development and further reduces mandatory requirements in this area. The law was approved.
