The senators noted that this law is one of the most important components of current policy in the country, aimed at addressing pressing problems of citizens. The essence of the policy was determined by the President of Uzbekistan Shavkat Mirziyoyev.

The law will set specific legal mechanisms to work with the appeals of individuals and legal entities, which will contribute to improve the law enforcement practice in this area.

The law establishes the legal status of the institution of the People’s Reception and Virtual Reception of the President of the Republic of Uzbekistan, introduced into the system of public administration on the initiative of the head of state. This institution, according to senators, is the most important mechanism for protection of human rights and freedoms, as well as the constitutional right of citizens to convert.

The law’s effect extends not only to state bodies, as it was before, but also to organizations created by the state or with its participation, financed from the state budget, providing public services to citizens.

The law defines legal principles for considering citizens’ appeals, such as the timeliness and completeness of handling of the appeals, inadmissibility of bureaucracy and red tape, transparency of the activities of state bodies and officials, when examining appeals. It also sets mechanisms for implementing these principles.

The document introduces new forms of appeals, such as messages received through helplines and hotlines of state bodies and other organizations, videoconferences, official websites, virtual reception and others.

New forms and procedures for the reception of individuals and representatives of legal entities have been introduced: visiting, personal and public receptions, receptions through video conferences, using audio and video recordings and others.

Senators stated that adoption of the law will help to strengthen effective feedback of state bodies, organizations and people, increase the level of openness of state bodies, effectiveness of their activities to address specific problems, which concern people.
